Addition of transmitters of CHIM-FM Timmins at Chapleau, Elliot Lake and Wawa |

The Commission approves the applications to amend the broadcasting licence for the radio programming undertaking CHIM-FM Timmins (the originating station), by authorizing the licensee to add transmitters at Chapleau, Elliot Lake and Wawa. |

CHIM-FM, a non-commercial station, broadcasts 24 hours a day. It is a locally produced service operated entirely by volunteers. At least 95% of the music aired on the station is non-classic religious Christian music. |

The licensee will broadcast programming on the transmitters concurrently with that offered by CHIM-FM. It will use long distance land lines and a remotely accessed computer in each community to deliver the programming. |

The Commission received five opposing interventions to these applications including ones submitted by Superior Broadcasting Ltd., licensee of CJWA-FM Wawa, and North Channel Broadcasters Inc., licensee of CKNR-FM Elliot Lake. The interveners expressed concern that the proposed rebroadcasting transmitters would have a negative effect on the existing radio stations in each market. |

The licensee responded that CHIM-FM is a non-commercial station that operates on a "handful of individual personal sponsorships." It maintained that a low power rebroadcasting transmitter of CHIM-FM could not threaten a large local commercial radio station. |

The Commission is satisfied with the licensee's response. Further, the Commission considers that approval of these applications will increase the diversity of radio services available in these markets without having an undue negative impact on existing radio stations. |

The Commission acknowledges the six interventions submitted in support of these applications, including a petition signed by 13 individuals. |

As proposed, each of the new FM transmitters will operate with an effective radiated power of 1.3 watts. |

The transmitter at Chapleau will operate on frequency 92.7 MHz , channel 224LP. |

The transmitters at Elliot Lake and Wawa will operate on frequency 92.5 MHz, channel 223LP, respectively. |

The authority will be effective and the licence will be amended only at such time as: |

The technical parameters approved in this decision are for low-power unprotected FM services. The applicant would have to select another frequency if required to do so to permit the best use of the frequency band. |
