Payphone card promotion

The Commission denies TCI's proposed Payphone card promotion. This promotion, proposed to run from 15 May 2000 to 31 December 2000, would have provided residential and business customers with an opportunity to use the Payphone Card at no charge. The promotion proposes to offer the Payphone Card to customers in various denominations, with a maximum of $5.00 to any given customer, through various marketing activities.

Canada Payphone Corporation and Canadian Payphone Association filed comments stating, among other things, that TCI's proposed promotion is anti-competitive and that it confers an undue preference on TCI.
The Commission notes that this promotion is similar to the promotion included in Item 440 of Tariff CRTC 18001 which was in effect from 16 November 1998 and ended 14 November 1999.

Further, the Commission notes that TCI did not file an imputation test in support of its proposed tariff revisions.

TCI filed this application on 3 April 2000 to revise Item 440 of its General Tariff.
