Subject: NANP Expansion Workshop - Uniform Dial Plan and D- Digit Release Assumptions

Dear Mr. Epstein,

This letter is in response to the Industry Numbering Committee's (INC) request of 10 December 1999 to national regulators of nations that participate in the North American Numbering Plan (NANP) to confirm the two key assumptions upon which the INC has developed NANP Expansion (NANPE) options. These expansion options were fully described in the INC Interim NANP Expansion Report, a copy of which was provided with INC's letter.

The Canadian Radio-television and Telecommunications Commission (CRTC) understands that the INC is seeking confirmation from the various NANP nation regulators that implementation of the Uniform Dial Plan (UDP) and the release of the D-digit are required to accommodate an expanded NANP.

Following receipt of INC's 10 December 1999 letter, the CRTC initiated a proceeding to solicit input from Canadians on a number of NANPE related issues. The first phase sought comments on the validity of the two key assumptions as they relate to the expansion options described in the INC report, among other things.

Following careful consideration of the comments received, the CRTC agrees that in order to migrate to an expanded NANP using one of the expansion options identified in the INC Interim NANP Expansion Report:

all current internal uses of a zero and/or one in the D-digit position must be cleared prior to expansion;

the UDP must be implemented in advance of expanding the NANP;

the D-digit must be released from the N format to the X format, coincident with the expansion of the plan, for use as a network trigger to identify a call placed to an expanded NANP number.

Some parties expressed concern with regard to clearing current uses of the D-digit, the elimination of a toll indicator, and the time required to effect these changes. The Commission intends to address these issues over the next several months, and encourages the INC to examine such concerns on a NANP-wide basis to ensure the technical issues are identified and resolved in a standard and co-ordinated manner.

As noted by the INC in its letter and report, it is necessary for all NANP regulators to establish a policy with regard to UDP and D-digit release as soon as possible, in order to implement any one of the five expansion options presented in the INC report. The CRTC agrees with the INC and will establish the policies required to permit the implementation of a NANP expansion solution. The Commission intends to work with all other federal regulators in the NANP to ensure that the policy issues, which include the final NANPE determination and timing and implementation, are developed with the mutual consent of all NANP nation regulators. The Commission believes it is imperative that a fundamental NANP expansion plan be finalized and agreed to by all NANP nations by no later than September 2001, regardless of when the NANP is ultimately forecasted to exhaust.

In summary, the Commission has concluded that the two key assumptions are indeed valid and must be implemented in order to accommodate an expanded NANP by way of one of the solutions identified in the INC report.

The Commission would like to acknowledge the INC for its work in identifying solutions to address the eventual exhaust of the NANP.
