Subject: Proposed Revisions to the 1999 Phase III/Split Rate Base Manuals of TELUS Communications Inc. (TCI) and TELUS Communications (B.C.) Inc. (TCBC)

The Commission has reviewed each company’s Phase III/Split Rate Base (SRB) Manual Update report filed on 31 March 2000 including TCI’s amendment of 19 April 2000.

The Commission considers that, with one exception, the proposed revisions to TCI’s and TCBC’s Phase III/SRB Manuals are acceptable since they continue to adhere to their approved SRB assignment procedures and cost causality principles. The exception relates to TCI’s proposed Other segment classification of Electronic Transfer Capability for Centrex. TCI is directed to assign this service to the Utility segment.

The companies are directed to file with the Commission and serve on interested parties amended SRB Manual pages that reflect the approved updates within 30 days of the date of this letter.
