Mr. Edmund H. Burry Dear Mr. Burry: Subject: Proposed Revisions to the 1999 Phase III/Split Rate Base Manuals of Island Telecom Inc. (Island Tel), Maritime Tel & Tel Limited (MTT), NBTel Inc. (NBTel) and NewTel Communications Inc. (NewTel) The Commission has reviewed the Phase III/Split Rate Base (SRB) Manual Update reports submitted on behalf of Island Tel, MTT and NBTel by NewTel and NewTel’s own Manual Update report, collectively filed on 31 March 2000. The Commission considers that the proposed changes to each of the companies’ Phase III/SRB Manuals are consistent with recent tariff filings and other CRTC directives or are of a housekeeping nature and continue to reflect the requisite cost causality principles that are embodied in the SRB procedures. Each of the companies is directed to file with the Commission amended SRB Manual pages that reflect the approved updates within 30 days of the date of this letter. Yours sincerely,
