Re: APTC Tariff Notice 7 - Zero-Dialed Emergency Call Routing Service

The Commission received an application and an agreement on behalf of Maritime Tel & Tel, NB Tel Inc. and NewTel Communications Inc. under APTC Tariff Notice 7 on 6 March 2000 for the provision of Zero-Dialed Emergency Call Routing Service to Competitive Local Exchange Carriers (CLECs) only.

On 18 February 2000, the Commission granted interim approval with changes to similar applications from Bell Canada, TELUS Communications Inc. and TELUS Communications (B.C.) Inc.

Consistent with its determination in respect of those other applications, the Commission considers interim approval of the tariff with the following changes to be appropiate. The Commission hereby grants interim approval to the proposed tariffs, with the following changes:

• The service is to be available to CLECs, Wireless Service Providers (WSPs), Interexchange Carriers (IXCs), Competitive Pay Telephone Service Providers (CPTSPs) and Alternate Operator Service Providers (AOSPs). In order to be eligible to receive the service under the tariffs, AOSPs must register as a local reseller for the provision of 0- emergency calling to CPTSPs, WSPs, CLECs and IXCs only. In addition, service will only be provided if arrangements are in place to ensure that the AOSP will comply with the Commission's consumer safeguards concerning operator services as set out in Telecom Order CRTC 95-316.

• APTC is directed to replace the words "9-1-1 call" and/or "0- emergency call" with "emergency call" to accommodate routing of emergency calls from wireless carriers. Further, APTC should incorporate the above-referenced consumer safeguards into the tariff and the associated service agreement.

Prior to final disposition with respect to the applications, the Commission considers that further process is appropriate. The Commission will set dates for further procedure including an interrogatory process merging the various proceedings shortly.
