Dear Ms. Muir:

Subject: Proposed Revisions to the 1999 Phase III/Split Rate Base (SRB) Manual

The Commission has reviewed the company's Phase III/SRB Manual Update report filed on 18 November 1999.

In the report, the company proposed changes to the treatment of the Allowance for Funds Used During Construction (AFC). On 18 February 2000, the company filed a letter withdrawing the proposed treatment of AFC from consideration in its Update report.

The Commission considers that all of the other proposed changes in the company's Update report are consistent with recent tariff filings, other CRTC directives and generally reflect the requisite cost causality principles that are embodied in the SRB procedures.

Accordingly, the Commission approves the updates as submitted and directs the company to file with the Commission amended SRB Manual pages that reflect these revisions within 30 days of the date of this letter.
