The Commission received applications and agreements from Bell Canada (Bell) under Tariff Notice (TN) 6429 on 23 December 1999 for the provision of Zero-Dialed Emergency Call Routing Service to Competitive Local Exchange Carriers (CLECs) only, and from TELUS Communications Inc. (TCI) under Tariff Notice 192 and TELUS Communications (B.C.) Inc. ("TCBC") under Tariff Notice 4030 both dated 14 January 2000 for the provision of Emergency Services - Operator Access Coordination Service. Pursuant to Telecom Order CRTC 99-1155 (Order 99-1155), the Commission received submissions from Bell, TCI, TCBC and the Canadian Wireless Telecommunication Association (CWTA). The Commission has received comments on some or all of these applications from Montreal Urban Community and the Union des Municipalities du Quebec, Alberta E9-1-1 Advisory Association, Ontario 9-1-1 Advisory Board, Canada Payphone Corporation (CPC), Canadian Payphone Association, CanopCo Inc., Integrated Messaging Inc., Optel Communications Corporation, Call-Net Enterprises Inc., and CWTA. In addition Bell and TCI/TCBC commented on each others' filings. The Commission has considered the applications and comments received on the applications and hereby grants interim approval, effective 18 February 2000, to the proposed tariffs, with the following changes: . The service is to be available to CLECs, WSPs, IXCs, CPTSPs and Alternate Operator Service Providers (AOSPs). In order to be eligible to receive the service under the tariffs, AOSPs must register as a local reseller for the provision of 0- emergency calling to CPTSPs, WSPs, CLECs and IXCs only. In addition, service will only be provided if arrangements are in place to ensure that the AOSP will comply with the Commission's consumer safeguards concerning operator services as set out in Telecom Order CRTC 95-316. . Bell, TCI and TCBC are directed to replace the words "9-1-1 call" and/or "0- emergency call" with "emergency call" to accommodate routing of emergency calls from wireless carriers. Further, Bell, TCI and TCBC should incorporate the above-referenced consumer safeguards into the tariff and the associated service agreement. Prior to final disposition with respect to the applications, the Commission considers that further process is appropriate. The Commission will set dates for further procedure merging the various proceedings when applications from MTS and the Atlantic telephone companies are received. Other Procedural Matters CPC requested disclosure of Bell's cost study filed as part of TN 6429. The Commission considers that in this case the harm likely to result from disclosure outweighs the public interest in disclosure, and accordingly denies CPC's request. CWTA supported continuing the existing line-side routing arrangements for its members' 9-1-1 calls until a ruling is made in this process so as not to endanger public safety. The Commission hereby suspends the 15 March 2000 termination date for WSP line-side arrangements involving emergency calls until Bell's Zero-Dialed Emergency Call Routing Service and TCI/TCBC's Emergency Services - Operator Access Coordination Service are in operation. The Commission directs Bell, TCI and TCBC to inform WSPs when their respective service is operational to ensure a transparent migration. Yours sincerely,
