Working-Groups of the CRTC Interconnection Steering Committee (CISC) submitted various consensus reports to the CISC Steering Committee (SC) (See Attachment 1). The reports were placed on the CRTC's website. The SC parties confirmed the consensus reports and forwarded them to the Commission for consideration.
The Commission has reviewed the reports and approves the consensus reports noted in the attachment.

Consensus on the Master Agreement for Interconnection Between Local Exchange Carriers, Version 25 (MALIv25) submitted by the Master Agreement Working-Group (MAWG) and adopted by the SC on 12 November 1999.
|
The MAWG reached agreement on the new version of the MALI. This version (version 25) updates the September 1998 version (version 15).

Consensus on Loop Sub-Type Ordering Process and Make-up Report Data Elements (BPRE008a) submitted by the Business Process Working Group (BPWG) and adopted by the SC on 12 November 1999.

The BPWG has reached consensus on (1) the impacts of the introduction of new loops sub-types on current ordering processes and associated service intervals; and (2) the data elements to be provided on a Loop Sub-Type Make-up Report.

Consensus on LEC Customer Service Record - Data Elements (BPRE009c) submitted by the BPWG and adopted by the SC on 12 November 1999.

The BPWG has reached consensus on the required data elements that a Provisioning LEC should capture on a LEC Customer Service Record (CSR) and noted that the CSR will be provided in accordance with section 5.8(a) of Review of the General Regulations of the Federally Regulated Terrestrial Telecommunications Common Carriers, Telecom Decision CRTC 86-7, 26 March 1986.

Consensus on the Network Management Guidelines, Version 1.0 (NORE003a and NOCO005n) submitted by the Network Operation Working Group (NOWG) and adopted by the SC on 12 November 1999.

The NOWG developed guidelines for traffic management and the management of network events to be used by network management personnel or Trouble Report Centre personnel of Interconnecting Carriers.

Consensus on the Installation, Testing, and Maintenance Guidelines for Unbundled Loops, Version 1.0 (NORE010a and NOCO006l) submitted by the NOWG and adopted by the SC on 12 November 1999.
|
This document has been developed by the NOWG to provide the operations personnel of the respective Local Exchange Carriers with general guidelines for installation, testing and maintenance of unbundled local loops.

Consensus on Date and Time Notation Standard (NORE019a) submitted by the NOWG and approved by the SC on 12 November 1999.
|
The NOWG reached a consensus that, on a going forward basis, a date and time notation standard will be used in the exchange of information between operations' groups. This standard is based on that of the International Organization Standardization ISO 8601.

Consensus on Roles and Obligations of Competitive Pay Telephone Service Providers (ESRE020b) submitted by the Emergency Services (9-1-1) Working Group (ESWG) and approved by the SC on 12 November 1999.

The 9-1-1 ESWG has reached agreement on Roles and Obligations of Competitive Pay Telephone Service Providers.

Consensus on the Canadian Carrier Identification Code (CIC) Administrative Guidelines submitted by the Canadian Steering Committee on Numbering (CSCN) and approved by the SC on 3 December 1999.

The CSCN has completed its review of the INC Carrier Identification Code Assignment Guidelines and developed CSCN Canadian Adjuncts that it is recommending be approved by the Commission for application in Canada.

Consensus on the International Inbound 456 Administrative Guidelines submitted by the CSCN and approved by the SC on 3 December 1999.

The CSCN has completed its review of the INC International Inbound NPA Assignment Guidelines (456) and developed CSCN Canadian Adjunct that it is recommending be approved by the Commission for application in Canada.
