Music 5

 

On 24 November 2000, the Commission approved a Category 2 specialty television service to be known as Music 5. The terms and conditions generally applicable to Category 2 services are set out in the public notice accompanying this and other decisions released today.

 

The applicant applied for a licence to operate a package of five separate music channels. It, nevertheless, indicated that the application was severable and that it would accept individual licences for each musical genre. To maximize flexibility for distributors in creating attractive packages of digital services, the Commission has decided to grant five separate licences. The conditions of licence set out below apply to each individual service, but do not require the licensee to implement all five licences.

 

Conditions of licence

 

The licences for five channels: Pop, Dance, Urban, R&B and Hot Hits, when issued, will expire 31 August 2007 and will be subject to the following conditions as well as to those set out in both Public Notice CRTC 2000-171 andin the licences to be issued.

 

Nature of service

 

a) The licensee shall provide a national English-language Category 2 music video specialty television service for each of the following musical niches: pop, dance, urban, R&B and Hot Hits. The core schedule on each service will consist of music video flow with occasional special musical events. On each service, musical event programming will represent less than 10% of the evening broadcast period and less than 10% of the broadcast day.

 

b) The programming must be drawn exclusively from the following categories, as set out in Schedule I to the Specialty Services Regulations, 1990:
8a, 8b, 8c, 9 and 12.

 

Definitions

 

Broadcast day refers to the 24-hour period beginning 6 a.m. each day.
