New Specialty FM radio station

 

The Commission approves the application for a new low-power English-language FM radio station at Wetaskiwin. The terms and conditions of licence are set out in the appendix to this decision.

 

The proposed service

1.

The new station will broadcast old-time country and country gospel music, blended throughout the broadcast day and week. While the station will predominantly offer music, it will also provide local news, weather and sports as well as daily rodeo reports, public service announcements, interviews, remote broadcasts and public interest stories. Furthermore, the applicant will provide spoken word programming oriented towards the region's older audience.

At least 50% of the station's total weekly music will be drawn from subcategory 35 (non-classic religious). The remaining would come from sub-category 22 (country and country-oriented).

The applicant indicated that it will broadcast at least 40% Canadian content in both Category 2 and Category 3 music over the broadcast week. These levels exceed the regulatory requirement of 35% and 10% respectively, as set out in the Radio Regulations, 1986. The Commission encourages the applicant to achieve this 40% target.

The applicant has confirmed that it has no plans to offer religious programming as defined in the religious broadcasting policy. The Commission, nevertheless, reminds the applicant that, if it does offer religious programming, it must abide by the requirements set out in that policy with respect to balance and other matters involving the broadcasting of religious programming, as well as the policy regarding soliciting funds (PN 1993-78).

In the area of Canadian talent development, the Commission notes the applicant's commitment to allocate a minimum of $5,000 annually in direct expenditures. The initiative will consist of a yearly gospel music talent search.

6.

The Commission acknowledges the interventions received in support of this application.

Terms of the licence for the specialty radio programming undertaking at Wetaskiwin

 

The Commission will only issue the licence, and it will only be effective at such time as:

 
  • the Commission receives documentation establishing that an eligible Canadian corporation has been incorporated in accordance with the application in all material respects and that this corporation may be issued a licence.
 
  • the licensee confirms in writing that it is ready to begin operation. This must take place within 12 months of today's date. Any request for an extension to that deadline requires Commission approval and must be made in writing within that period.
 

The Department of Industry has advised the Commission that this application is conditionally technically acceptable, subject to determination that there is no unacceptable interference with NAV/COM services. When the Department certifies that a broadcasting certificate will be issued, the Commission will issue the licence and the licensee may begin operation (section 22(1) of the Broadcasting Act).

 

The licence, when issued, will expire 31 August 2007.

 

The station will broadcast on the FM band, on the frequency 93.5 MHz, channel 228LP, with an effective radiated power of 50 watts.

 

The technical parameters approved in this decision are for a low-power unprotected FM service. Accordingly, the applicant would have to select another frequency for the operation of the service should optimum utilization of the broadcasting spectrum so require.

 

The Commission encourages the licensee to consider employment equity issues in its hiring practices and in all other aspects of its management of human resources
(see PN 1992-59).

 

Conditions of licence

 

The licence will be subject to the conditions specified below and to any other condition specified in the licence to be issued.

 

1. The licensee must operate the station within the Specialty format as defined in Public Notice CRTC 1995-60, as amended from time to time.

 

2. The licensee must draw at least 50% of the total weekly music from sub-category 35 (non-classic religious).

 

3. The licensee must broadcast, in any broadcast week, no more than 10% hit material as defined in Public Notice CRTC 1997-42, as amended from time to time.

 

4. The licensee must contribute annually a minimum of $5,000 in direct expenditures for the development of Canadian talent.
