Bell - Proposed changes to local channel services and rates TCI - Proposed changes to local channel rates

The Commission received an application from Bell Canada (Bell), under Tariff (TN) 6415 dated 6 December 1999, which proposed to restructure its rates for local channels. Bell proposed to migrate from a distance-based rate structure to a simpler flat-rate structure. In addition, the application proposed to modify local channel services to reflect changing technology and provisioning methods.

The proposal would bring analog channel rates more in line with digital services. The services were developed to provide signal, teletype and analog data transmissions via a traditional analog facility structure. The company now incurs additional expense converting analog to data signals, and vice versa, at each service point.

Bell proposed to introduce the revised structure for new local channel installations and requests for service changes from the effective date of Commission approval.

Once fully implemented, Bell estimated that the proposed rate structure would result in an average revenue increase of 27% for the local channel services involved.

TELUS Communications Inc. (TCI) now offers local channels at a distance-based rate of $3.45 per 400 metres with an 800 metre minimum. The rate for four-wire service is $6.90. In TN 181, dated 9 December 1999, TCI proposed to raise rates for local channels to $3.75 per 400 metres with an 800 metre minimum and to $7.50 for four-wire service.
