Application (199918406) by CHUM LIMITED/CHUM LIMITÉE to renew and to amend the broadcasting licence of the national English-language specialty television service known as "BRAVO!", expiring 28 February 2001.
The licensee proposes the following:
- to increase the service's broadcast day to 24 hours;
- to reduce its Canadian content levels to 50% for the broadcast day as well as during the evening broadcast period.
Currently BRAVO! operates its service over an 18-hour broadcast day with Canadian content levels of 60 %, both for the broadcast day and the evening broadcast period.

2. ACROSS CANADA
Application (199918348) by 591810 B.C. LTD. (Country Music Television) to renew and to amend the broadcasting licence of the national English-language specialty television service known as "Country Music Television" expiring 28 February 2001.
The licensee proposes the following:
- to reduce the amount of programming which must be music video clips (category 8b) from 90% to 70%. The remainder of its schedule would be drawn from a range of other information and entertainment programming categories, including films;
- to change its Canadian programming expenditure commitment from a fixed dollar amount to 10% of the previous year’s gross revenues, at least half of which will be targeted exclusively for the production of Canadian videos with the remaining amount dedicated to the development of independently-produced Canadian music programs; and
- to introduce a maximum monthly wholesale fee of $0.06 when carried as part of the basic service, in Anglophone markets and $0.02 in Francophone markets.

3. ACROSS CANADA
Application (200000216) by LIFE NETWORK INC./RÉSEAU LIFE INC. to renew and to amend the broadcasting licence of the national specialty television service known as the "Life Network" expiring 28 February 2001.
The licensee proposes the following:
- to revise the nature of its service by adding category 9 (variety) and by including the revised program categories as outlined in Public Notice 1999-205;
- to decrease its expenditures on Canadian programming from 71% of the previous year’s gross revenues to 60%;
- to replace its existing commitments regarding the source of original Canadian content by including the flexibility to acquire original, first-run programs from its shareholder or its affiliates.
The licensee confirmed that it would accept a condition of licence stating that 75% of all Canadian programming would be produced using independent producers and 25% would be produced in-house or by broadcaster-owned producers affiliated to Life Network.

Application (199918471) by SHOWCASE TELEVISION INC. (Showcase) to renew and to amend the broadcasting licence of the national English-language specialty television service known as "Showcase" expiring 28 February 2001.
The licensee proposes the following:
- to delete the commitment in its current licence which prohibits it from airing any first-run broadcasts of programs produced by a Showcase shareholder. It requests permission to fill a portion of its schedule with original first-run drama programming produced by its affiliated production companies.

Application (199918356) by LIFESTYLE TELEVISION (1994) LIMITED to renew and to amend the broadcasting licence of the national English-language specialty television service known as "WTN" expiring 28 February 2001.
The licensee propose to delete conditions of licence 1b) and 1c) which stipulate that at least 25% of the foreign programming over the broadcast day and from 6:00 p.m. until midnight will be from sources other than the U.S.

6. EASTERN CANADA
Application (2000011411) by ASTRAL TELEVISION NETWORKS INC./ASTRAL TÉLÉ RÉSEAUX INC. (Astral) to renew and to amend the broadcasting licence of the regional English-language general interest pay television service known as "Moviepix", expiring 31 August 2000.
The licensee proposes the following:
- to modify its description of service to include:

- theatrical feature films (subcategory 7 (d)) Appendix I to Public Notice CRTC 1999-205) copyrighted at least five years prior to the broadcast year in which they are distributed by the Service and which, in respect of the non-Canadian titles, are predominantly mainstream theatrically released feature films that were listed within the top 100 films of Variety Magazine's annual list of top grossing films in the United States and Canada;

- made-for-TV feature films (subcategory 7(c)) copyrighted at least five years prior to the broadcast year in which they are distributed by the Service; and

- filler programming (Category 15) and other programs that are feature-film-related and intended to set in context the feature film or films they accompany in the schedule.

- to change the existing requirement that the licensee expend not less than 22% of its revenues for the previous broadcast year on Canadian programming as follows:

The licensee shall expend on the acquisition or investment in Canadian progams, between 22% and 30% of its revenues for the previous broadcast year, based on the average number of subscribers in the previous broadcast year.

- to revise the definition of "revenue" to include revenue from Direct-to-Home (DTH) satellite subscribers and any return on investments in programming.
- to include expenditures with respect to restoration and conservation of Canadian films in the calculation of expenditures on acquisition of Canadian programming.
Details of the proposed changes are provided in the application.
In a letter decision dated 2 March 2000, the Commission required Astral not to market or permit the distribution of Moviepix on unencrypted tiers, but determined that for the time being, distributors who were already providing subscribers with Moviepix in this manner could continue to do so.
However, the Commission also stated that it wished to discuss this matter as part of the licence renewal process, and directed Astral to include in its renewal application the rationale for marketing and distributing Moviepix on unencrypted high penetration tiers, and for permitting continued or new distribution on that basis.
In its application, Astral requests the Commission to permit the current distribution of Moviepix on unencrypted tiers to continue "in view of the severe consumer disruption that would result" if cable companies were required to terminate these distribution arrangements.
Astral states that it does not intend to extend the distribution of Moviepix on unencrypted analog tiers beyond the current number of systems.

Applications (200000266, 200000274) by the CANADIAN BROADCASTING CORPORATION to amend the broadcasting licences for CBE and CBE-FM Windsor. The CBC proposes to add a digital radio broadcasting transmitter to be located at CHUM Limited’s CIMX-FM/CIDR-FM site at Windsor using the EUREKA-147 DAB system in the frequency band 1452 MHz-1492 MHz (L-band).
The transmitter will operate on frequency 1484.208 MHz (channel 19) with an effective isotropic radiated power of 4,369 watts. The licensee proposes to simulcast in full the current programming services of CBE and CBE-FM.
