The Commission has received the following applications:

1. BLOODVEIN, EASTERVILLE,
    GRISWOLD AND THICKET PORTAGE,
    Manitoba
Applications (199910774, 199910865, 199911095, 199910808) by NATIVE COMMUNICATION INC., 76 Severn Crescent, Thompson, Manitoba, R8N 1M6.
The licensee proposes to add transmitters at Bloodvein and Thicket Portage each operating on the frequency 96.9 MHz (channel 245LP), with an effective radiated power of 23.1 and 23.4 watts respectively and at Easterville and Griswold each operating on the frequency 93.5 MHz (channel 228LP), with an effective radiated power of 23.1 watts.
The proposals would require amendments to the broadcasting licence for CINC-FM Thompson.

2. BRANDON, Manitoba
Application (199917142) by WESTMAN MEDIA CO-OPERATIVE LTD. (Westman).
Westman proposes to distribute the signal of CITY-TV (IND) Toronto, Ontario, on the discretionary tier of the Westman cable system serving Brandon.
When a television station from a distant location is proposed to be carried on a cable system, the Commission considers that the originating station:
- must have no objection to the carriage;
- must not accept local advertising; and
- should enhance the diversity of
  Canadian programming available in the
  market.
Westman has provided a letter from the licensee of CITY-TV stating that it has no objection to the carriage of CITY-TV on the Brandon system, and that CITY-TV will not accept local Brandon advertising.

The addition of these transmitters would require amendments to the licences of the (MDS) radiocommunication distribution undertaking held by Image.

The licensee proposes to relocate its transmitter from Wynyard to Watson to ensure good coverage in the area. Image also proposes to increase the effective isotropic radiated power of the transmitter from 12 to 18 watts (16 QAM to 64 QAM).
The proposed changes would require amendments to the licences of the MDS radiocommunication distribution undertaking held by Image.

The licensee has requested that the authority for the transmitter CHBW-FM-1 Nordegg (currently approved for CIBW-FM Drayton Valley), be added instead to the licence for CHBW-FM Rocky Mountain House.
The Commission notes that, as a result, the programming broadcast on CHBW-FM-1 will now originate from CHBW-FM.

OK Radio proposes to add a transmitter at Sooke, to broadcast the signal of CKXM-FM Victoria (formerly AM station CKXM), which is scheduled to begin operation in the spring of 2000. The proposed transmitter would use the frequency 97.1 MHz (channel 246A) with an effective radiated power of 38 watts.
The addition of the transmitter will require an amendment to CKXM-FM's licence.

Intervention
