LES MÉCHINS, LA MARTRE AND MONT-LOUIS, Quebec

 

Applications (2000-1763-3, 2000-1824-3, 2000-1988-7) by CJMC RADIO DU GOLFE, P.O. Box 820, Sainte-Anne-des-Monts, Quebec, G0E 2G0.

 

The licensee proposes to add a transmitter at Les Méchins so that the residents of the village receive all the regional information available. The proposed transmitter would operate on frequency 103.1 MHz (channel 276LP) with an effective radiated power of 9.8 watts.

 

The licensee also proposes to add a transmitter at La Martre because the contours of the main transmitter does not cover the areas of La Martre and Marsoui. The proposed transmitter would operate on frequency 103.1 MHz (channel 276LP) with an effective radiated power of 15 watts.

 

Also, the licensee proposes to amend the technical contours of the low power station CJMC-FM-2 Mont-Louis by changing the current frequency of 92.7 MHz (channel 224LP) to 103.1 MHz (channel 276LP).

 

The addition of these transmitters will require amendments to the broadcasting licence of CJMC-FM Sainte-Anne-des-Monts.

QUEBEC CITY, Quebec

 

Application (2000-0470-6) by RADIO BASSE-VILLE.

 

The licensee proposes to change the frequency of CKIA-FM Quebec City, from 96,1 MHz (channel 241LP) to 88.3 MHz (channel 202A) and to increase the effective radiated power from 6.8 to 350 watts. The licensee also proposes to increase its hours of broadcast from 98 to 110 hours per week.

 

The licensee states that these amendments are designed to eliminate interference problems that affect reception of its signal in urban areas and to allow it to serve a larger portion of the centretown section of Quebec City and the towns of Vanier and Lévis, and part of the town of Sillery.

 

This will require an amendment to the licence of CKIA-FM Quebec City.

Applications (2000-1888-9, 2000-1889-7) by LOOK COMMUNICATIONS INC. to amend the licences for the (MDS) radiocommunication distribution undertakings serving the above-noted localities. The licensee is currently exempted from the requirement to carry local radio signals. LOOK requests that this exemption be maintained and further requests authorization to carry audio signals on a discretionary basis.

LOOK maintains that the carriage of current and future specialty services would be a more effective use of its limited capacity. LOOK also notes that the costs associated with the distribution of all local radio signals are prohibitive and that these signals are readily available over-the-air.

 

LOOK requests that it be authorized to carry audio programming services on a discretionary basis. The licensee noted that at this time it has no specific plans to distribute these services but would like such flexibility in the future. One possible scenario cited was the addition of ethnic audio programming services. These would complement ethnic specialty or pay video services also offered by LOOK.

The licensee proposes to delete the programming services of CHAN-TV (CTV) Vancouver, CITV-TV (IND.) Edmonton and CHCH-TV (IND.) Hamilton.

 

These signals were distributed in non-encrypted mode using channels 5, 7 and 13, each with a transmitter power of 5 watts.

 

The licensee has indicated, however, that it is no longer receiving or transmitting the signals.

 

This request will require an amendment to the licence of the radiocommunication distribution undertaking serving Wells.
