PLACENTIA, Newfoundland
Application (200005456) by the CANADIAN BROADCASTING CORPORATION to amend the broadcasting licence of the television programming undertaking CBNT St. John's, Newfoundland, by decreasing the effective radiated power of its transmitter CBNT-2 Placentia from 11,000 to 10,600 watts.
The applicant states that the change in coverage is insignificant.

PORT-AU-PORT, Newfoundland
Application (200003864) by the CANADIAN BROADCASTING CORPORATION to amend the broadcasting licence of the television programming undertaking CBFT Montréal, Quebec, by increasing the effective radiated power of its transmitter CBFNT Port-au-Port from 14,000 to 15,000 watts.
The applicant states that this change will allow it to maintain an almost identical coverage for CBFNT following the relocation of its transmitter on the new transmitting tower.

STEPHENVILLE, Newfoundland
Application (200003856) by the CANADIAN BROADCASTING CORPORATION to amend the broadcasting licence of the television programming undertaking CBYT Corner Brook, Newfoundland, by increasing the effective radiated power of its transmitter CBYT-1 Stephenville from 11,600 to 12,010 watts.
The applicant indicates that this change has become necessary due to a change in the transmitting antenna.
The applicant also indicates that the proposed change is required to maintain the same coverage area for CBYT-1 Stephenville.

ST. JOHN'S, Newfoundland
Application (199913265) by the CANADIAN BROADCASTING CORPORATION (CBC).
The CBC proposes to add a low power television transmitter at St. John's. The purpose of this secondary transmitter is to provide a solution to the problem of poor English-language television reception in some areas of the St. John's downtown core.
The transmitter will operate on channel 12 with a transmitter power of 50 watts. The addition of the transmitter will require an amendment to the licence for CBNT.

LIVERPOOL, Nova Scotia
Application (200005464) by the CANADIAN BROADCASTING CORPORATION to amend the broadcasting licence of the television programming undertaking CBHT Halifax, Nova Scotia, by increasing the effective radiated power of its transmitter CBHT-1 Liverpool from 970 to 1,127 watts.

EDMUNDSTON, New Brunswick
Application (200005430) by the CANADIAN BROADCASTING CORPORATION to amend the broadcasting licence of the television programming undertaking CBAFT Moncton, New Brunswick, by increasing the effective radiated power of its transmitter CBAFT-2 Edmundston from 8,500 to 19,500 watts.
The applicant is asking for an increase in power in order to improve its coverage to the west of the city in the communities of Clair, Lac Baker and St-François-de-Madawaska.

LOURDES-DE-BLANC-SABLON, MIDDLE BAY AND RIVIÈRE SAINT-PAUL, Quebec
Application (200018433) by RADIO BLANC-SABLON INC., Box 8, Lourdes-de-Blanc-Sablon, Quebec, G0G 1W0, to renew the broadcasting licence of the type A community radio programming undertaking CFBS-FM and its transmitters CFBS-FM-1 Middle Bay and CFBS-FM-2 Rivière Saint-Paul expiring 28 February 2001.
Consistent with the approach described in Public Notice CRTC 2000-13 "Community Radio Policy", the conditions of licence proposed in the renewal application are to replace the licensee's programming obligations currently set out as conditions of licence in their Promise of Performance.
The proposed conditions of licence are:

It is a condition of licence that the licensee devote, during each broadcast week, a minimumof 20% of its musical selections to musical selections from content subcategories other than the Pop, rock and dance subcategory (content subcategory 21), as defined in Public Notice CRTC 2000-14, as amended from time to time.

It is a condition of licence that the licensee devote, during each broadcast week, a minimum of 5% of its musical selections to musical selections from Special Interest Music (content category 3), as defined in Public Notice CRTC 2000-14, as amended from time to time.

8.

ENGLEHART, Ontario
Application (200012550) by 1353151 ONTARIO INC., P.O. Box 665, Englehart, Ontario, P0J 1HO, to amend the broadcasting licence of radio station CJBB-FM Englehart, by increasing the effective radiated power from 17 to 1,600 watts.
The Commission notes this would result in a change of CJBB-FM's status from a low power service to a regular Class "A" FM station.
The applicant states that this change will improve coverage in the area.

CANMORE, Alberta
Application (200005331) by ROGERS BROADCASTING LIMITED (Rogers), 777 Jarvis Street, Toronto, Ontario, M4Y 3B7, to amend the broadcasting licence of radio station CJMT-FM Canmore, by increasing the effective radiated power from 360 to 510 watts.
Rogers also proposes to relocate its transmitter approximately 4 kilometers from its present site.

BRITISH COLUMBIA
Application (200011544) by FAIRCHILD TELEVISION LTD. (Fairchild). Fairchild, which has a licence to operate a regional specialty television service known as Talentvision, seeks to amend that licence to allow Talentvision to become a national service. Talentvision currently operates only in British Columbia, providing Mandarin, Vietnamese and Cantonese language programming.
Fairchild does not seek any other changes to Talentvision's licence, and has not proposed any changes to Talentvision's programming, other than to incorporate material from the Chinese, Korean and Vietnamese communities outside of British Columbia into its news and information programming.
Fairchild also operates the national specialty television service primarily in the Cantonese language. Fairchild is part of the Fairchild Group, which has ownership interests in a number of radio stations, including the ethnic stations CJVB-AM (Vancouver), CHKG-FM (Vancouver), CHKF-FM (Calgary), CKER-FM (Edmonton) and CHKT-AM (Toronto).
