Application (200017675) by TÉLÉBEC LTÉE, on behalf of Câblevision du Nord de Québec inc., 7151 Jean-Talon Street East, Suite 506, Anjou, Quebec, H1M 3N8, to transfer the effective control of the licensee by transferring all of the issued and outstanding shares to Télébec ltée. |

This transaction raises concerns, including the issue of competition in the local market and the issue of head start, which occurs when a corporation operating in the telephone business is allowed to operate in cable distribution before the rules for competition in the local telephone business have been established. In addition, this application raises the issue of a regional monopoly in the area of distribution of programming services, considering that affiliated corporations, particularly BCE Inc. and Bell ExpressVu Inc., operate in the distribution industry, as well as the possible transfer of multipoint distribution system (MDS) licences held by Câblevision du Nord de Québec inc. |

The Commission notes that the applicant has indicated its intention to maintain the two corporations, Câblevision du Nord de Québec inc. and Télébec, as two separate corporate entities. The Commission is considering imposing this commitment as a condition of licence. |
