Transfer of control and shares

1.

The Commission announces that it has approved by Letter of Authority A00-0075 dated 26 July 2000, a change to the effective control of Portage-Delta Broadcasting Company Ltd., licensee of radio programming undertaking CFRY Portage la Prairie. The change is effected through the purchase of all the issued and outstanding shares of Portage-Delta Broadcasting Company Ltd. by Golden West Broadcasting Ltd.

Consistent with the requirements of the benefits test outlined in Public Notice CRTC 1998-41 Commercial Radio Policy 1998, the benefits offered represent the required minimum direct financial contribution to Canadian talent development of 6% of the value of the transaction. The benefits of $120,000 will be allocated as follows:
  • 3% ($60,000) to the Canadian Music Marketing and Production Fund, which is to be created;
  • 2% ($40,000) as a contribution to FACTOR; and

  • 1% ($20,000) to local talent development music initiatives involving eligible Manitoba-based organizations.

The 3% contribution which is to be allocated to the Canadian Music Marketing and Promotion Fund must be directed to the Canadian Association
of Broadcasters who will hold all contributions in trust pending the creation of this fund.
