Order CRTC 2000-903

Ottawa, 2 October 2000
Bell Canada late payment charge increase denied
Reference: Tariff Notice 6501
The Commission denies the proposed increase in the monthly interest rate for late payment charges.

1.

On 31 July 2000, Bell Canada filed a revision to General Tariff Item 25.3 proposing to increase the rate used to calculate the late payment charge from 1.25% to 1.50%. The existing rate is based on a formula that uses the Bank of Montreal prime rate plus 7% and the proposed rate would be based on the Bank of Montreal prime rate plus 10%.

2.

The company filed a list of late payment rates for unregulated long-distance carriers and utilities showing that these rates are at least 1.50%.

3.

The company did not file any cost support for the proposed increase.

4.

The Commission considers that the existing formula continues to be appropriate. It allows the rate for the late payment charge to change with fluctuations in the commercial interest rates.

5.

Accordingly, the Commission denies Tariff Notice 6501.
