CRTC denies Bell Canada's proposed Centrex service charges
Tariff Notice 6450
The Commission denies Bell Canada's proposal to revise its Centrex service charges.

1.

On 14 February 2000, Bell Canada filed Tariff Notice 6450 to modify its Centrex service charges. The main change was the elimination of a separate customer visit charge associated with service connection and order processing orders. The company also stated that the proposal represents an average rate increase of 26 percent.

Bell Canada submitted that the proposed changes were intended to simplify the basic work element service charge structure. Bell Canada also submitted that its proposal is not unjustly discriminatory and filed costing information to show the impact of the proposal on different Centrex market segments.

AT&T Canada Telecom Services Company, Primus Telecommunications Canada Inc., Optel Communications Corporation and GT Group Telecom Services Corp. opposed Bell Canada's proposal.

In reply to Commission interrogatories, Bell Canada filed additional costing information.

The Commission has reviewed the evidence submitted by Bell Canada and is not persuaded that the proposed rate structure appropriately reflects cost causation.

The Commission denies Bell Canada's Tariff Notice 6450.
