Final rates for Directory File Service
Reference: Island Tel Tariff Notice (TN) 491; MT&T TN 708; MTS TN 337; NewTel TNs  563/A/B; and
NBTel TNs 737/A
The Commission approves on a final basis the proposed rates for Directory File Service (DFS) submitted by Island Telecom Inc., Maritime Tel & Tel Limited (MT&T), MTS Communications Inc., NewTel Communications Inc. and NBTel Inc.

In Telecom Order CRTC 98-1117, dated 10 November 1998, the Commission granted interim approval to the applications filed by the companies. In that order, the Commission also provided for interrogatories and further comments by parties in response to the submissions by Future Technology Information Services Inc. and Atlantic Telephone Directories (ATD).

Future Technology and ATD believe the rates are too high. Future Technology submitted that while NewTel's costs in isolation may support the new high rates, NewTel's relationship with Tele-Direct and the BCE group of companies should be examined because profits from high directory advertising rates should be part of the DFS rate-setting process.

The filings conform to the Commission's determinations for DFS economic studies in Telecom Order CRTC 98-728 reflecting an increase in demand by 30%, the use of a seven-year study period and a reduction in the Tele-Direct sub-contract fee where applicable. The Commission finds that the proposed rates include an appropriate mark-up for competitor services.

In light of the above, the Commission finds it appropriate to approve the applications on a final basis.
