Internet Call Waiting

1.

The Commission denies NBTel's application to modify its Internet Call Waiting (ICW) to make a one-month-free offer part of the service.

2.

The Commission considers that the imputation test for the new offer is not satisfied. Call Forward Busy is in the nature of an essential service needed by all service providers for the provision of ICW. The full rate of the Call Forward Busy must be used in order for the imputation test to be satisfied. However, the Commission notes that the company did not use the full rate of the Call Forward Busy in the costing of the ICW offer.

NBTel filed its application on 19 January 2000 to revise Item 3790 of the Special Services Tariff.
