  CRTC approves a contribution exemption for Québec-Communications Centrex lines used for local services

The CRTC approves a contribution exemption for Centrex lines used for local services provided to Québec-Communications by Bell Canada.

By letter and affidavit dated 2 October 2000, Québec-Communications Inc., a subsidiary of Le Groupe QuébecTel Inc. (Québec-Communications Inc.), applied for contribution exemption for certain Centrex services to be leased from Bell Canada that will be used solely to provide local services to end-customers.

By letter dated 26 October 2000, Bell Canada stated that it has reviewed the affidavit and noted that it is deficient in one respect. Bell Canada submitted that the affidavit should affirm that no local or interexchange private line services are connected to the Centrex services to permit direct access to interexchange networks provided by Québec-Communications or any other affiliated or non-affiliated long-distance network provider. Bell Canada stated that although this statement is made in the covering letter to the Québec-Communications application, it has not been included in the affidavit.

Bell Canada noted that Québec-Communications stated in its affidavit that the services have not yet been installed, but that Québec-Communications will file a revised affidavit with the Commission and Bell Canada describing such services within 30 days of the installation of the first of these services. Bell Canada submitted that this undertaking is consistent with the manner in which the Commission has authorized advance approval of similar contribution exemptions in past applications.

In light of the foregoing, Bell Canada agreed with the request for advance approval of an exemption. However, Bell Canada requested that such approval be conditional upon the provision by Québec-Communications of a revised affidavit satisfying the deficiencies noted herein within 30 days of the installation of the first of the Centrex services.

The Commission is of the view that Québec-Communications has filed evidence that meets the evidentiary requirements for advance approval of an exemption. In light of the foregoing, the Commission grants advance approval subject to Québec-Communications filing a revised affidavit satisfying the deficiencies noted herein within 30 days of the installation of the first of the Centrex services.
