  CRTC approves a contribution exemption for C1.com Inc. administrative lines

The CRTC approves a contribution exemption for administrative lines provided to C1 by Bell Canada.

By letter dated 15 September 2000, C1.com Inc. sought a contribution exemption for certain services that it uses for administrative purposes. C1 subsequently filed a revised copy of the application dated 21 September 2000, requesting that the effective date of its exemption be the date of service installation. C1 provided an affidavit affirming that the services are used solely for C1's own administrative traffic and a list of the services in question.

By letter dated 5 October 2000, Bell Canada stated that it had reviewed the affidavit and noted that it is deficient in one respect. Bell Canada submitted that the affidavit should affirm that no local or interexchange private line services are connected to the administrative services to permit direct access to interexchange networks provided by C1 or any other affiliated or non-affiliated long-distance network provider.

Bell Canada confirmed that the list of services has been installed for C1 and appears to be eligible for a contribution exemption for administrative purposes.

Bell Canada stated that C1's request that the exemption be effective the date of installation of the first service is consistent with the Commission's determination in Effective date of contribution exemptions, Telecom Public Notice CRTC 95-26, dated 12 June 1995.

In light of the foregoing, Bell Canada agreed with the request for approval of an exemption effective the date of installation. However, Bell Canada requested that such approval be conditional upon the provision by C1 of a revised affidavit satisfying the deficiencies noted herein.

By letter dated 24 October 2000, C1 submitted a revised affidavit with the additional wording suggested by Bell Canada.

The Commission is of the view that C1 has provided evidence that meets the evidentiary requirements for administrative circuits. The Commission approves C1's application effective the date of installation such that no contribution is payable.
