  CRTC approves a contribution exemption for CTI administrative lines

The CRTC approves a contribution exemption for administrative circuits provided to CTI by Bell Canada.

By letter dated 2 October 2000, Combined Telecom Inc. (CTI) applied for a contribution exemption for certain Centrex services leased from Bell Canada used solely for internal administrative purposes. CTI also included a list of circuits that are the subject of the application, as well as an affidavit that affirmed the above.

By letter dated 26 October 2000, Bell Canada stated that it had reviewed the affidavit and noted that it generally satisfies the evidentiary requirement in this case. However, Bell Canada submitted that it is deficient in one respect: the inclusion of paragraphs 4 and 8 does not appear to be appropriate, since they refer to local circuits that are being resold at this time. In this case, Bell Canada understood that these circuits are used solely for local administrative purposes and not for resale. Accordingly, Bell Canada submitted that it would appear that paragraphs 4 and 8 should be removed from the affidavit.

Bell Canada stated that it has also reviewed its records with respect to the circuits in question, and can confirm that they appear to be eligible for an exemption for administrative purposes.

In light of the foregoing, Bell Canada agreed with the request for approval of an exemption for administrative use. However, Bell Canada requested that such approval be conditional upon provision of clarification from CTI regarding the meaning of paragraphs 4 and 8 of its affidavit, or the provision by CTI of a revised affidavit removing those paragraphs from the text.

By letter dated 6 November 2000, CTI provided a revised affidavit that addressed Bell Canada's concerns.

The Commission is of the view that CTI has provided an affidavit, supplemented by a list of services that meets the evidentiary requirements for administrative circuits. The Commission approves CTI's application effective the date of installation such that no contribution is payable.
