Non-listed address

The Commission denies applications from TCI and TCBC to introduce non-listed address service.

1.

TELUS Communications Inc. (TCI) and TELUS Communications (B.C.) Inc. (TCBC) (together the companies) proposed to introduce a new service called Non-listed address service. At the request of a residential customer, an address may be omitted from the company's printed directory and directory assistance records. The companies proposed a $2 monthly rate and a one-time data processing service charge for the service.

The Commission considers that the proposal removes the flexibility that customers have in how their name and address are listed in the companies' directory services. This flexibility to include a partial address or no address is currently provided at no additional charge.

The Commission has considered the interests of customers in exercising some control over the use of their personal information and the cost to them in maintaining a certain level of privacy.

The Commission is the view that when telecommunications services that compromise personal privacy are introduced, appropriate measures must be taken to maintain the consumer's privacy at no extra cost to the consumer unless there are compelling reasons for not doing so.

The Commission therefore denies the applications.

TCI filed the applications on 7 September and 11 October 2000 to revise Item 200, Directory Primary Listings, of its General Tariff. TCBC filed the applications on 7 September and 11 October 2000 to revise Item 145, Directory Listings, of its General Tariff.
