Jim Pattison Industries Ltd. is also seeking authority to acquire the remaining shares (70.1%) of Monarch Broadcasting Ltd.’s subsidiary companies, namely, CKPG Television Limited, Radio Station CKPG Limited, Medicine Hat Broadcasting Ltd. and Columbia Kootenay Broadcasting Co. Ltd. |

Following the transaction Jim Pattison Industries Ltd. would own one television station and two radio stations in Medicine Hat, as is currently the situation with Monarch Broadcasting Ltd. |

The applicant proposes to fund a new communication centre at Pacific Academy in Surrey, British Columbia. |

The Commission notes that the applicant's tangible benefits proposal is not in conformity with current and past practices and policies. |

The Commission will wish to discuss the impact of corporate expenses and management fees on the profitability of the radio and televison stations and the approach put forward with respect to tangible benefits in order to determine whether the proposed transaction would be in the public interest and of benefit to the Canadian broadcasting system. |

- an exemption to subsection 7(2) of the Radio Regulations, 1986 which reads: |

In Decision 1999-480 dated 28 October 1999, the Commission approved in part an application by the CBC to add a transmitter at Victoria to rebroadcast the signal of CBUF-FM Vancouver and make available the Corporation's French-language "La Première Chaîne" to Victoria residents. In that Decision, the Commission directed the CBC to file an amendment to the proposed technical parameters predicated on the use of another frequency. |

The CBC proposes to modify the technical parameters of the transmitter at Victoria and to operate the transmitter on frequency 88.9 MHz (channel 205C1) with an effective radiated power of 2,800 watts. |
