PROPOSED FEE
The applicant proposes to charge a basic monthly fee of $45.00 for the basic service. For Class 3 licensees, the basic monthly fee is not regulated pursuant to the Broadcasting Distribution Regulations.
The Commission will only proceed with this application at the public hearing if advised by the Department of Industry, at least ten days prior to the hearing, that acceptable technical documentation has been filed with the Department.

The new station would operate on frequency 94.1 MHz (channel 231LP) with an effective radiated power of 50 watts.
The applicant is proposing a Pop, Rock and Dance format.
The Commission will only proceed with this application at the public hearing if advised by the Department of Industry, at least ten days prior to the hearing, that it is technically acceptable.

4. LONDON, OTTAWA AND TORONTO, Ontario
Application (200003898) by ROGERS BROADCASTING LIMITED ("RBL"):
a) to renew the broadcasting licence of the television programming undertaking CFMT-TV Toronto and its transmitters CFMT-TV-1 London and CFMT-TV-2 Ottawa expiring 31 August 2000; and
b) to amend the broadcasting licence as follows:
- by adding a condition of licence that would suspend the application of the condition on sex-role portrayal so long as the licensee remains a member in good standing of the Canadian Broadcast Standards Council.
- by adding a condition of licence that will suspend the application of the condition of licence on violence in television programming so long as the licensee remains a member in good standing of the Canadian Broadcast Standards Council.
c) to maintain the following conditions of licence:
1. It is a condition of licence that RBL devote to the broadcasting of ethnic programs
a) not less than 50% of the total number of hours broadcast monthly between 6:00 p.m. and midnight; and
b) not less than 75% of the total number of hours broadcast annually between 8:00 p.m. and 10:00 p.m.
2. It is a condition of licence that RBL broadcast ethnic programs directed toward not less than eighteen distinct ethnic groups monthly.
3. It is a condition of licence that RBL broadcast ethnic programs in not less than fifteen different languages monthly.
4. It is a condition of licence that RBL devote to the broadcasting of Canadian programs
a) not less than 50% of the total number of hours broadcast annually between 6:00 a.m. and midnight; and
b) not less than 40% of the total number of hours broadcast annually between 6:00 p.m. and midnight.
5. It is a condition of licence that RBL devote to the broadcasting of non-Canadian, non-ethnic programs
a). not more than 40% of the total number of hours broadcast annually between 6:00 a.m. and midnight; and
b) not more than 50% of the total number of hours broadcast annually between 6:00 p.m. and midnight.
In regard to conditions 4a) and 4b), the applicant is requesting an exemption to the Commission’s Ethnic Broadcasting Policy (Public Notice CRTC 1999-117) by proposing Canadian content levels of 50% during the broadcast day, instead of the required 60%, and 40% during the evening broadcast period, instead of the required 50%.

Application (199816061) by PLAYLAND BROADCASTING LIMITED to renew the broadcasting licence for the radio programming undertaking CKLP-FM Parry Sound expiring 31 August 2000.
The Commission notes the apparent failure of the licensee to comply with section 8 of the Radio Regulations 1986, concerning the provision of the logger tapes.
The Commission also notes the apparent failure of the licensee to comply with subsection 2.2(3) of the Radio Regulations 1986, as they existed prior to the amendments that came into effect on 3 January 1999, with respect to the level of Canadian content for category 2 music.
The Commission expects the licensee to show cause at this hearing why a mandatory order requiring the licensee to comply with the Radio Regulations, 1986 should not be issued.
