MuchMusic repeat channels – denied

In Public Notice CRTC 1999-113, the Commission announced the receipt of an application by CHUM Limited (CHUM) to amend the broadcasting licence for the national specialty television programming service MuchMusic to establish up to five repeat channels.

In its application, CHUM stated that the proposed repeat channels would be available for either analog or digital transmission, but that distributors would not be required to carry them, under the rules set out in section 18 of the Broadcasting Distribution Regulations (the regulations).

In Public Notice CRTC 2000-6 published today, the Commission sets out a framework for the licensing of new digital Canadian specialty and pay television services. Under that new framework, repeat channels as provided for in Public Notice CRTC 1993-74 will no longer be approved by condition of licence. Those who wish to propose services that will create new viewing opportunities based on existing programming should apply for a Category 1 or Category 2 licence under this licensing framework. Accordingly, the Commission denies this application to amend the licence for the MuchMusic specialty television service.

An intervention in opposition to this application was submitted by WIC Premium Television. The Commission has considered it, as well as the licensee's reply thereto. The Commission also acknowledges the intervention received in support of this application.
