1. | In Public Notice CRTC 2000-6 released today, the Commission announced a framework for the licensing of new digital Canadian programming services. In the notice, the Commission indicated that it will issue a call for applications for such services and established important guidelines regarding their distribution. It also stated that, following the publication of licensing decisions on new Canadian digital services, it would issue a call for requests to amend the lists of eligible satellite services (the lists) by adding new foreign services to the lists, on a digital basis. |
2. | In view of the licensing framework and the upcoming process for consideration of additions to the lists, the Commission is not prepared to approve at this time the addition of foreign services by way of conditions of licence applicable to individual distributors. Accordingly, it denies all of the applications noted above. |
3. | Any future application for the distribution of foreign programming services should take into account the Commission's policy for foreign services outlined in the licensing framework for new digital services. |
4. | The Commission acknowledges and has considered the interventions received with respect to these applications as well as the licensees' replies to the issues raised. |
