Licence renewal and amendment for CHPA-FM | |
|
The Commission renews the broadcasting licence for the low-power FM radio programming undertaking CHPA-FM Port Alberni, from 1 March 2000 to 31 August 2006, subject to the conditions specified in this decision and in the licence to be issued. |

CHPA-FM broadcasts programming aimed at visitors to the Port Alberni area and consisting of information on the area’s commercial, cultural and educational attractions. |

In its renewal application, the licensee requested deletion of the condition of licence prohibiting the broadcast of advertising material. The licensee indicated that, while it did not intend to solicit local advertising, it needed access to sponsorships advertising in order to offset some of the operating costs of the service. The service is currently funded by the Port Alberni Commercial Enhancement Society. |

CJAV Ltd., licensee of radio station CJAV Port Alberni submitted an opposing intervention. It expressed concern that the licensee’s proposal to solicit sponsorship advertising would have a negative impact on CJAV. In reply, the licensee stated that its service, aimed at visitors to the Alberni Valley area, should not be seen as a threat to the economic viability of the intervener. The Commission is satisfied with the licensee’s reply to the concerns expressed by the intervener and approves the licensee’s request to delete the condition of licence prohibiting the broadcast of advertising. |

Consistent with the licensee’s request, it is a condition of licence that the combined total of commercial announcements and sponsorship identification broadcast by the undertaking shall not exceed 6 minutes per clock hour. The Commission also notes the licensee’s commitment not to broadcast local advertising from the Port Alberni retail market. |

It remains a condition of licence that the station be used solely to broadcast travel and historical information directed to tourists, relating to the Port Alberni area. |
|
In Public Notice CRTC 1992-59 dated 1 September 1992 and entitled Implementation of an Employment Equity Policy, the Commission announced that the employment equity practices of broadcasters would be subject to examination by the Commission. In this regard, the Commission encourages the licensee to consider employment equity issues in its hiring practices and in all other aspects of its management of human resources. |
