Receipt of radio initiatives proposed by the CAB
1. In letters dated 25 November 1998 and 18 December 1998, the Canadian Association of Broadcasters (CAB) presented to the Commission a set of proposed initiatives designed to stimulate the development of Canadian musical talent as well as promote Canadian music producers and production facilities. The CAB believes that its proposals would benefit both the radio and the music production industries. The association further argued that implemention of its suggested initiatives in conjunction with the implementation of the recent amendments to the Radio Regulations, 1986 (the regulations) would "make for a much smoother transition for both industries".
2. The Commission acknowledges the receipt of the CAB's letters. Although the amendments to the regulations noted above became effective on 3 January 1999, the Commission encourages cooperation between the music industry and the broadcasting industry to develop proposals capable of furthering the goals reflected in recent regulatory changes. The Commission will examine and seek public comment on any such proposal in due course.
3. The Commission reiterates that the provisions of the regulations that came into force on 3 January 1999 are in no way affected by the CAB's proposals.
