By letter dated 14 December 1998, Call-Net Enterprises Inc. (Call-Net), on behalf of Sprint Canada Inc. (Sprint Canada), filed an application for contribution exemption with respect to circuits which are used and provisioned as dedicated Canada-U.S. facilities for four end-customers of Sprint Canada, pursuant to the contribution exemption regime prescribed in Telecom Order CRTC 98-886 dated 3 September 1998 (Order 98-886). |

1.In support of its application, Call-Net provided affidavits from each of its end-customers affirming that the Canada-U.S. facilities in question are dedicated solely to the end-customer's use. |

2.By letter dated 7 January 1999, BC TEL stated that it had reviewed the affidavit of Sprint Canada's British Columbia customer and submitted that it appears to satisfy the Commission's evidentiary requirements for dedicated facilities. Accordingly, BC TEL agreed with the requested exemption for Sprint Canada's British Columbia customer, effective 25 November 1998, the date of execution of the affidavit. |

3.By letter dated 11 January 1999, Bell Canada (Bell) stated that it had reviewed the remaining affidavits and noted that they generally appear to satisfy the Commission's evidentiary requirements with respect to such exemptions. Accordingly, Bell agreed with the requested exemptions, effective the dates of execution of the affidavits. |

4.The Commission notes that in Order 98-886, the Commission found it appropriate that Call-Net file a single application every 120 days covering a number of customers provided the single application is filed within 120 days of the date of execution of the affidavits of the customers. |

5.The Commission notes that all four affidavits in this case were executed within 120 days of the date of application, 14 December 1998. |

6.In light of the foregoing, Call-Net's application is approved effective the date of affidavit execution for each of the four customers. |
