Telecom Order CRTC 99-834

 

By letter dated 10 June 1999, AIC Asia International Services Corporation (AIC) requested an exemption from contribution with respect to circuits which are not used to provide inter-exchange voice services and which are used strictly for internal administrative purposes. In support of its application, AIC filed an affidavit dated 10 June 1999. AIC requested an effective date of the date of installation.

1.By letter dated 9 July 1999, BC TEL stated that it had reviewed AIC's affidavit and considered that it satisfied the evidentiary requirements for this case, with the exception of one circuit whose phone number was changed on 10 June 1999. However, BC TEL did not consider that this number change materially affected the service configuration in question and, therefore, it should not delay disposition of AIC's application.

 

2.BC TEL noted that the current process requirement when circuits are added or changed within a configuration that has been granted a contribution exemption calls for the filing of a simple attestation form to the company with respect to each such service change. BC TEL submitted that approval of AIC's application should include a requirement that AIC provide the requested attestation to BC TEL with respect to the changed number, in the event that such attestation has not been filed by the date of the Commission's order. BC TEL considered that the number of administrative circuits appears to be reasonable, and agreed with an effective date for the exemption of the date of installation.

 

3.The Commission finds that AIC's affidavit meets the evidentiary requirements, with the one exception noted above by BC TEL.

 

4.The Commission agrees with BC TEL that approval of AIC's application should include a requirement that AIC provide the required attestation to BC TEL with respect to the changed number, in the event that such attestation has not been filed by the date of the Commission's order.

 

5.In light of the foregoing, AIC's application is approved effective the date of installation such that no contribution is payable, subject to the condition mentioned above.
