By letter dated 16 October 1998, North American Network Company Inc. (North American) applied for an exemption from contribution charges with respect to Centrex services provided by Bell Canada (Bell) in the 905-871 exchange. |

1.In support of its application, North American provided an affidavit dated 9 October 1998, affirming that the facilities are used solely to provide local exchange service and are not connected to any local or interexchange private line facilities. |
|
2.By letter dated 27 October 1998, Bell stated that it has reviewed its records with respect to the facilities identified in the affidavit and noted that the services correspond to its records. However, Bell noted that North American also has other Centrex services in the 416-864, 416-955 and 905-894 exchanges. Bell understood that these systems are also used to provide local exchange services. |

3.Bell stated that it has reviewed the affidavit and noted that it appears to satisfy the evidentiary requirements for such exemptions, with the exception that it does not include the additional systems identified above. |

4.In light of the above, Bell agreed with the requested exemption with respect to the Centrex system in the 905-871 exchange. However, Bell submitted that should North American also require an exemption for the other systems noted above, a new affidavit must be provided affirming that the use of such systems complies with the requirements for a contribution exemption. |

5.The Commission is of the view that North American has provided an affidavit which meets the evidentiary requirements for a contribution exemption for local services. |

6.The Commission is also of the view that should North American also require an exemption for the other systems noted above, a new affidavit must be provided affirming that the use of such systems complies with the requirements for a contribution exemption. |
|
7.In light of the foregoing, the Commission orders that: |
|
(i) North American's application is approved effective the date of installation, such that no contribution is payable; and |
|
(ii) should North American also require an exemption for the other systems noted above, a new affidavit must be provided affirming that the use of such systems complies with the requirements for a contribution exemption. |
