Telecom Order CRTC 99-757

 

On 28 May 1999, Call-Net Enterprises Inc., on behalf of Call-Net Communications Inc. (CNCI), filed an application pursuant to the directive in the Commission's 15 April 1999 letter, proposing revisions to Tariff Item 201 regarding Compensation for Traffic Termination.

1.On 10 June 1999, Bell Canada (Bell) filed comments on behalf of itself, Island Telecom Inc., Maritime Tel and Tel Limited, MTS Communications Inc., NBTel Inc. and NewTel Communications Inc.

 

2.CNCI's rates for Ontario and Quebec are higher than the final rates approved in Telecom Order CRTC 98-1190-3, dated 6 January 1999.

 

3.The Commission notes that no cost justification was provided to support these rates.

 

4.Consistent with Decision 97-8, the Commission considers that CNCI's rates should be no higher than the corresponding rates approved for Bell.

 

5.The Commission agrees with Bell that additional wording is required to comply with its directive.

 

6.In light of the foregoing, the Commission orders that:

 

A) The proposed tariff revisions are granted interim approval with the following modifications:

 

i) add the following sentence at the end of the second paragraph: "Billing would commence one month from the date of notification."; and

 

ii) amend the rates for Ontario and Quebec as follows:

 

For traffic imbalance greater than 40%

 

up to 24 trunks, each trunk $8.30
up to 48 trunks, each trunk $13.00
up to 72 trunks, each trunk $14.40
up to 84 trunks, each trunk $15.15
more than 96 trunks, each trunk $15.55

 

For traffic imbalance greater than 60%

 

up to 24 trunks, each trunk $11.60
up to 48 trunks, each trunk $18.20
up to 72 trunks, each trunk $20.20
up to 84 trunks, each trunk $21.25
more than 96 trunks, each trunk $21.75

 

B) CNCI is to issue revised tariff pages within 10 days of the date of this Order.
