By letter dated 7 April 1998, Symphony Telecom Inc. (Symphony) provided an affidavit dated 25 May 1998 seeking an exemption from contribution charges with respect to Centrex services provided by Bell Canada (Bell) in the 905-452 exchange. The affidavit affirmed that the Centrex system is used solely to provide local or single-hop EAS services. |

1.By letter dated 2 November 1998, Bell stated that the services correspond to its records. Bell noted that, in most respects, the affidavit appears to satisfy the evidentiary requirements for such exemptions. |

2.Bell stated that it does not have complete control of all traffic by routing. Bell stated that, for example, the call forwarding feature of the Centrex system is controlled by Symphony. Bell stated that, in this case, Symphony could forward calls to and from Centrex locals to other Centrex systems thereby creating multiple-hop configurations that might attract contribution charges. |

3.In light of the above, Bell agreed with the requested exemption, subject to the condition that Symphony provide a revised affidavit. |
|
|
4.Symphony provided a revised affidavit dated 8 February 1999 and a further revised one dated 18 March 1999. |
|
|
5.Symphony provided two additional revised affidavits dated 24 May 1999 in response to a telephone request from staff to correct the NNX numbers. One affidavit covered services in the 905-452 exchange, and the other covered services in the 416-861 exchange. |

|
6.By letter dated 8 June 1999, Bell stated that with respect to the affidavit referring to the 905-452 exchange, Symphony has made the requested changes to its 5 May 1998 (sic: should read 25 May 1998) affidavit, and it agreed with the requested exemption. Bell stated that, with respect to the affidavit referring to the 416-861 exchange, the services listed correspond with its records and it agreed with the requested exemption. |

7.The Commission finds that the two new affidavits dated 24 May 1999 meet the evidentiary requirements. |
|
|
8.In light of the foregoing, Symphony's application (with respect to the two services noted above) is approved effective the date of application (the original letter of 7 April 1998). |
