On 11 November 1998, Abitibi-Consolidated filed a letter with respect to its 1998 Carrier Access Tariff (CAT). |

1.On 10 December 1998, BC TEL filed an application under Tariff Notice (TN) 3890, amended by TN 3890A dated 5 January 1999, for approval of tariff revisions to General Tariff Item 32, introducing a One Free Month Local Winback Promotion which provides business customers with an incentive to change from an Alternate Provider of Local Services to BC TEL for the provision of their local access services. |

2.The Commission considers the One Free Month Local Winback Promotion to be a legitimate promotion of limited duration that is therefore exempt from the application of the imputation test. |

3.The Commission notes that BC TEL is not to attempt to win back a customer for a period of three months after that customer's service has been completely transferred to another local service provider. |
|
4.In light of the foregoing, the Commission approves the proposed tariff revisions. |
