On 7 May 1999, Sogetel inc. (Sogetel) filed an application to increase individual-line residential and business rates. Sogetel also proposed to introduce changes to the current criteria for new Extended Area Service (EAS) links. The company amended its application on 25 May 1999 under Tariff Notice 79A. |

1. The proposed rate changes are filed pursuant to Review of Contribution Regime of Independent Telephone Companies in Ontario and Quebec, Telecom Decision CRTC 99-5, 21 April 1999 (Decision 99-5). |
|
2. In Decision 99-5, the Commission directed independent telephone companies in Ontario and Quebec with residential and business rates below $19.85 and $45.45, respectively, to increase their rates to those levels, effective 1 July 1999, unless they could demonstrate that a particular rate was compensatory. |
|
3. The Commission notes that the company has provided evidence indicating that the proposed $43.05 business service rates are compensatory. |
|
4. The Commission is satisfied, for the purposes of this proceeding, with the costing evidence provided by the company. |
|
5. In light of the time frames involved with the implementation of Decision 99-5, the Commission is of the view that it is not appropriate to consider the proposed changes to the EAS criteria within the context of this application. The Commission would nevertheless be prepared to consider the proposed changes at a later date. |
|
6. In light of the foregoing, the Commission orders that: |
|
(a) Tariff Notices 79 and 79A are approved, as modified by paragraph (b) below. |
|
(b) The proposed changes to the EAS criteria are denied. |
