Telecom Order CRTC 99-1220

  On 29 October 1999, Northwestel Inc. (Northwestel) filed an application for approval of tariff revisions proposing the continuation of the company's 1999 Savings Promotion throughout the year 2000.

  1. The company noted that the original promotion was approved by the Commission along with a rate group consolidation initiative in Telecom Order CRTC 99-75 (Order 99-75).
  2. The promotion provides for eligible toll calls placed during the promotional period to be priced at a maximum of $0.15 per minute.
  3. The Commission notes that a portion of the additional revenues resulting from the rate group consolidation was directed toward offsetting the negative financial impact of the promotion.
  4. In Order 99-75 the Commission noted that the toll promotion addressed the serious issues of toll by-pass which, if left unattended, could cause significant harm to Northwestel and its ability to continue providing service to its subscribers.
  5. The Commission notes that it does not generally approve competitive service promotions that extend beyond a 12-month period.
  6. The Commission however notes that it has yet to open Northwestel's market to toll competition and is further of the view that this promotion will not harm the future development of a competitive toll market and therefore believes that it is appropriate to make an exception to the 12-month promotion period benchmark in this case.
  7. In light of the foregoing and by majority vote the Commission approves Tariff Notice 723.
