On 22 September 1999, TELUS Communications Inc. (TCI) filed Tariff Notice (TN) 145 to introduce wireless payphone service (WPS) for the provision of pay telephone service in remote areas where it would be uneconomical to provide standard pay telephone service. On 1 October 1999, TCI filed TN 145A amending the original filing.

1. The Commission notes that TCI stated that the primary applications of WPS are workcamps, hunting/fishing lodges and campgrounds located in rural or remote locations, where no existing telephone cable is available.

 

2. The Commission considers that in these locations WPS terminals will generally be located outside a local exchange area, and therefore, similar to toll stations, all chargeable calls from such locations are toll calls.

 

3. The Commission notes that for pay telephones that are located within a local exchange area, there are approved tariffs in place for local and toll-free calls. The Commission therefore considers that if WPS is deployed within a local exchange area, existing tariffs apply.

 

4. Accordingly, the Commission approves TN 145 as amended by TN 145A with the following change: in Item 580.3, in the first line of the rate table replace "includes Local or Toll Free" with a reference to a note that states that if the pay telephone installation is within a local exchange area, existing pay telephone service tariffs apply for local and toll-free calls.
