Telecom Order CRTC 99-1115

On 29 April 1999, BC TEL [now TELUS Communications (B.C.) Inc.] filed Tariff Notice (TN) 3942 proposing to restructure the rates for digital exchange access service from rate groups to rate bands. This application was given Commission approval in Telecom Order CRTC 99-484 dated 31 May 1999. Comments were received on 31 May 1999 from Call-Net Enterprises Inc. (Call-Net).

1. The Commission has examined the application on a de novo basis in light of the comments received from Call-Net.

 

2. Call-Net submitted that the new rate structure would result in an overall positive revenue impact, that BC TEL should have filed evidence to support its assertion that there would be no revenue impact, and that BC TEL should have demonstrated compliance with the price cap regime.

 

3. BC TEL submitted that the rate restructure is essentially an administrative change that does not result in rate changes for any customers or revenue impacts for the company. BC TEL further noted that, as no rate changes were proposed, it was not necessary to file supporting documentation or demonstrate compliance with the price cap regime.

 

4. The Commission finds that TN 3942 does not involve any rate changes and has no revenue impact.

 

5. In light of the above, the Commission approves TN 3942 on a de novo basis.
