File Nos.: Tariff Notices 3939 and 3940
1.In Tariff Notice 3939 dated 27 April 1999, BC TEL proposed tariff
revisions for the introduction of Internet Call Director (ICD).
The proposed service provides customers who utilize their telephone
lines for Internet access with the ability to monitor and control
their incoming calls while on an Internet session. Customers would
be able to see on their computer screen the originating name and
number of the incoming call.
2.In Tariff Notice 3940 dated 27 April 1999, the company proposed
tariff revisions pertaining to the introduction of additional call
forwarding arrangements. The company is proposing to provide Call
Forward Busy and Call Forward No Answer as separate components for
this service. The separate options will allow the call forwarding
of messages when the line is busy or not answered to two separate
service destinations.
3.Consistent with Telecom Order CRTC
98-784 dated 12 August 1998, the Commission considers call forwarding
arrangements to be in the nature of essential services in the provision
of voice messaging and ICD services. Rates reflecting a mark-up
of 25% over cost are therefore appropriate.
4.In view of the foregoing:
a)Tariff Notice 3939 is approved.
b)Tariff Notice 3940 is approved with the following modifications
to the proposed rates:
(i) Call Forward Mailbox (Residential or Business) - $0.89 per
line per month.
(ii) Call Forward Busy (Residential or Business) - $0.89 per line
per month.
(iii) Call Forward No Answer (Residential or Business) - $0.89
per line per month.
