1. ACROSS CANADA
Applications (199918002, 199918017) by LES CHAÎNES TÉLÉ-ASTRAL INC. (ASTRAL) and ALLIANCE ATLANTIS BROADCASTING INC. (ALLIANCE ATLANTIS), partners in a general partnership. The applicants seek to acquire the assets of the specialty programming undertakings Séries+ (formerly Canal Fiction) and Historia (formerly Canal Histoire). They also seek broadcasting licences to carry on the operation of these undertakings upon surrender of the existing licences.
The Commission notes that the current licensees of Séries+ and Historia were authorized by the Commission (Decisions CRTC 99-109 and CRTC 99-111 dated 22 May 1999) to operate the undertakings as a corporation with Astral and Alliance Atlantis Communications Inc. as equal shareholders. These applications seek to modify the authorized legal status to general partnership with Astral and Alliance Atlantis (a wholly-owned subsidiary of Alliance Atlantis Communications Inc.) as equal partners.

The new FM station will be owned by local businessmen (37.8%) and by Newcap (the largest shareholder of Atlantic Stereo). Newcap will manage the day-to-day operation of the new FM station, through its management agreement with Atlantic Stereo.

The new station would operate on frequency 99.9 MHz (channel 260B) with an effective radiated power of 49,700 watts.
The applicant is proposing to be exempted by condition of licence, from the "Policies for community and campus radio" by requesting a Type A licence.
The Commission notes that its Campus Radio Policy is currently under review, and that a proposed revised policy was released in February 1999. The applicant is proposing to be exempted by condition of licence from the proposed revised policy requirements. The applicant has commited to broadcast a:

- minimum level of 15% of the broadcast week of Spoken word content;

- maximum level of 85% of the station’s total music programming will come from music – subcategory 21; and

- minimum level of Canadian selections broadcast within Music Category 2 and 3 will be 30% and 10% respectively of all musical selections broadcast.
