Authority to distribute a special program with foreign commercial breaks

1. The Commission approves the application by Consortium de Télévision Québec Canada for authority to broadcast the advertising material included in a special program to be broadcast live on the full TV5 Québec Canada network. This 24-hour program to be broadcast world-wide starting at 4:00 a.m. on 31 December 1999 and ending at 4:00 a.m. on 1 January 2000 will include advertising aimed at European television viewers.

2. The Commission notes that, under the terms of the agreement signed by TV5 Europe with the independent producer, the licensee is required to broadcast the program in its entirety, including all commercial breaks.
