Acquisition of assets and licence amendment
1.  The Commission approves the application for authority to acquire the assets of the cable distribution undertaking serving Saint-Mathieu-de-Laprairie, from 2535-1438 Québec inc.
2.  The Commission also approves the proposal to merge the service area of the undertaking serving Saint-Michel-de-Napierville, owned by Câble-Axion Digitel inc., to the service area of Saint-Mathieu-de-Laprairie, and for a single licence to serve these areas. The Commission notes that the undertaking serving Saint-Mathieu-de-Laprairie will be linked to the head end of the cable undertaking serving Lacolle, Quebec.
3.  The Commission will issue a Class 3 licence to Câble-Axion Digitel inc., expiring 31 August 2000, the current expiry date of the Saint-Mathieu-de-Laprairie undertaking, upon surrender of the current licences. The operation of this undertaking will be regulated pursuant to Parts 1 and 3 of the Broadcasting Distribution Regulations. The authority granted herein is subject to the conditions specified in this decision and in the licence to be issued.
4.  In approving this application, the Commission has taken into account the fact that 2535-1438 Québec inc. is a wholly-owned subsidiary of Câble-Axion Digitel inc. and that the transaction thus represents an intra-corporate reorganization without any change occurring in the control or management of the licensee.
5.  It is a condition of licence that, for community programming and any other programming of a service that it originates, the licensee adhere to the guidelines on the depiction of violence in television programming set out in the Canadian Association of Broadcasters' Voluntary Code Regarding Violence in Television Programming, as amended from time to time and approved by the Commission.
6.  In Public Notice CRTC 1992-59 dated 1 September 1992 and entitled Implementation of an Employment Equity Policy, the Commission announced that the employment equity practices of broadcasters would be subject to examination by the Commission. In this regard, the Commission encourages the licensee to consider employment equity issues in its hiring practices and in all other aspects of its management of human resources.
