Licence renewals
|
1. The Commission renews the Class 3 licences for the cable distribution undertakings serving the above-noted communities, from 1 September 1999 to 31 August 2006.
|
2. The operation of these undertakings is regulated pursuant to Parts 1 and 3 of the Broadcasting Distribution Regulations (the regulations). The licences will be subject to the conditions in effect under the current licences as well as to those conditions specified in this decision and in the licences to be issued.

3. The licensee may receive any authorized signals over the air, or from any licensed or exempted Canadian broadcasting distribution undertaking authorized to provide signals to other broadcasting distribution undertakings.

4. With respect to the undertaking serving Athelstan, the licensee is authorized to distribute CIVM-TV (STQ) and CFJP-TV (TQS) Montréal, as part of the basic service. The Commission notes that the licensee will receive these signals by microwave.

5. With respect to the undertakings serving Saint-Édouard-de-Napierville and Saint-Jacques-le Mineur, the licensee is relieved, by condition of each licence, from the requirement of section 32(1)(b) of the regulations to distribute the priority service CFTU-TV (IND) Montréal. The Department of Industry has confirmed the poor quality of this signal at each undertaking.

6. It is a condition of each licence that, for community programming and any other programming of a service that it originates, the licensee adhere to the guidelines on the depiction of violence in television programming set out in the Canadian Association of Broadcasters' Voluntary Code Regarding Violence in Television Programming, as amended from time to time and approved by the Commission.

7. In Public Notice CRTC 1992-59 dated 1 September 1992 and entitled Implementation of an Employment Equity Policy, the Commission announced that the employment equity practices of broadcasters would be subject to examination by the Commission. In this regard, the Commission encourages the licensee to consider employment equity issues in its hiring practices and in all other aspects of its management of human resources.

8. Section 22 of the Broadcasting Act states that the Commission may not renew a licence unless the Department of Industry has certified that the licensee has been or will be issued a broadcasting certificate. Accordingly, this renewal is subject to the issuance of technical certification by the Department of Industry.

9. The Commission notes that in a letter dated 3 June 1999, the licensee indicated that it would not be implementing the authority granted in respect of : Plage Desranleau (Development of), (199811980), Saint-Bernard-de-Lacolle (199811998), Saint-Valentin (199812037) and Venise-en-Québec (199812061).
