TÉLÉBEC LTÉE AND QUÉBEC-TÉLÉPHONE - FORBEARANCE FROM THE REGULATION OF
INTEREXCHANGE PRIVATE LINE SERVICES

1. On 5 February 1998, Télébec ltée (Télébec)
filed an application pursuant to section 34 of the Telecommunications
Act (the Act), requesting forbearance from the regulation of the
company's current and future dedicated interexchange private line (IXPL)
services. Specifically, the company asked that the Commission refrain from
exercising all powers and performing all duties under sections 24 (in
part), 25, 29 and 31 and 27(1), 27(2), 27(3) (in part), 27(4), 27(5) and
27(6) of the Act. |

2. Télébec also requested forbearance from the
regulation of the company's Datapac, Hyperpac, future X.25 packet data and
frame relay services. |
|
3. On 13 February 1998, Québec-Téléphone filed
an application pursuant to section 34 of the Act, requesting forbearance
from the regulation of the company's current and future IXPL services. In
particular, Québec-Téléphone requested that the Commission refrain from
exercising all powers and performing all duties under sections 24, 25, 27,
29 and 31 of the Act. |

4. Télébec and Québec-Téléphone stated that
among the IXPL services, for which they were requesting forbearance from
regulation, were the companies' Megaroute, Megastream, Megaplan service
extension features, Customer Volume Pricing Plan, Interoffice Digital
channels, VideoForum, Dataroute, Video Transmission (Télébec) and High
Capacity (Québec-Téléphone) services. |

5. The Commission notes that in Télébec
ltée and Québec-Téléphone - Forbearance from the Regulation of Packet Data
Services, Telecom Public Notice CRTC 98-27,
also issued today, it is seeking comments on that part of Télébec's
application related to its request for forbearance from the regulation of
the company's Datapac, Hyperpac, future X.25 packet data and frame relay
services. |

6. The Commission seeks comment regarding the
appropriateness of forbearing pursuant to section 34 of the Act with
respect to the companies' current and future dedicated IXPL services. The
Commission notes that, in Review of Regulatory Framework, Telecom
Decision CRTC 94-19, 16
September 1994, it detailed the factors that it would consider when
assessing whether a particular market is or will be sufficiently
competitive for the Commission to refrain from regulation. These factors
should be addressed by parties in their submissions. |

7. Coincident with the issue of this Public
Notice, the Commission is addressing interrogatories to Télébec and
Québec-Téléphone. |
|
8. Télébec and Québec-Téléphone are to file
their responses with the Commission by 26 October 1998. |
|
