Re: Local Competition, Telecom Decision CRTC 97-8, 1 May 1997 (Decision 97-8): Follow-Up Process - CRTC Interconnection Steering Committee Consensus Items.

Several sub-groups of the CRTC Interconnection Steering Committee (CISC) submitted consensus reports to the CISC Coordinating Committee (CC) (See Attachment 1). The CC parties confirmed the consensus reports and forwarded them to the Commission for consideration.

The Commission has reviewed the consensus reports and approves the contents of the documents.

Consensus Report

Description

Consensus on the Master Agreement for Local Interconnection (MALIv15Sep9) submitted by the Master Agreement Sub-Group (MASG) and adopted by the CC on 9 October 1998.

The MASG agreed to a master interconnection agreement as a model for LEC to LEC interconnection (the "MALI"). The MALI contains "boiler plate" terms and conditions for an agreement of this nature, as well as provisions that cover:

i) a description of the functions and procedures that will be carried out by both LECs;
ii) provisions for the retention and non-disclosure of confidential information;
iii) procedures for modifying or changing the procedures that govern the agreement; and
iv) procedures for facilitating dispute resolution and termination of the agreement.
Nine Schedules are proposed to be incorporated as part of the MALI, one of which is included with the MALI (Schedule A, Confidentiality).

Please note that the eight outstanding Schedules are being or will be reviewed by the MASG, and will be forwarded to the Coordinating Committee once that review is completed. Ultimately, there will be an exhaustive "Interconnection Kit" for LECs, incorporating the MALI and all model Schedules.

Consensus on the Status of Technical Interface Interconnection Specifications (TIRE010) submitted by the Technical Interface Sub-Group (TISG) and adopted by the Coordinating Committee (CC) on 24 July 1998. The TISG agreed on the following documents:

Basic SS7 Call Control, Version 1 (TICO128a)
Calling Line Identification Presentation and Restriction Services, Version 1 (TICO135)
Call Forwarding Services, Version 1 (TICO136)
Call Management Features, Version 2 (TICO118d).

Consensus on the Status of Technical Interface Interconnection Specifications (TIRE011) submitted by the TISG and adopted by the CC on 9 October 1998. The TISG agreed on the following documents:

Calling Name Interface Specification (TICO119c)
Default and Pre-Determined Routing (TICO140b).


Consensus on the Model PIC/CARE Access Customer Handbook (CTRE003d) and on the Development of Customer Transfer and Ordering & Billing PIC/CARE Data Elements (CTRE022a) submitted by the Customer Transfer Sub-Group and adopted by the CC on 24 July 1998.
The "Model PIC/CARE Access Customer Handbook" identifies the recommended structure and appropriate content for Canadian implementation of industry standards for the exchange of customer account information between Competitive Local Exchange Carriers (CLEC) and Interexchange Carriers (IXC). It supports the equal access carrier selection processes and identifies the business processes and procedures.
Consensus on the Agreement for the Provision of E9-1-1 Emergency Calling Service in Alberta (ESRE006F) submitted by the Emergency Services (9-1-1)
  1. Sub-Group (ESSG) and adopted by the CC on 9 October 1998.
A model "Agreement for the Provision of E9-1-1 Emergency Calling Service in Alberta" has been adopted by the ESSG. The model agreement is to be used by CLECs that provide 9-1-1 service to Alberta subscribers by way of the arrangement specified in the TELUS 9-1-1 Implementation Support Document.
Consensus on the Agreement to Collect Municipal Charges in Alberta for E9-1-1 Emergency Calling Service (ESRE006G) submitted by the ESSG and adopted by the CC on 9 October 1998.
A model "Agreement to Collect Municipal Charges in Alberta for E9-1-1 Emergency Calling Service" has been adopted by the ESWG. The model agreement is to be used by CLECs that provide 9-1-1 service to Alberta subscribers by way of the arrangement specified in the TELUS 9-1-1 Implementation Support Document.
Consensus on Development of Allocation Factors for Contribution on International Circuits (FRREA2SF) submitted by the Central Fund Sub-Group and adopted by the CC on 24 July 1998. The consensus recommends the adoption of a methodology to distribute the per-circuit contribution collected on Canada-US circuits and overseas access circuits to the funds for each of the eight Incumbent Local Exchange Carriers (ILECs) territories, and to Sask Tel, using allocation factors based on the distribution of originating and terminating traffic of the long distance service providers subject to per-circuit contribution to each ILEC territory, and the applicable contribution rates for each territory.
Consensus on the Network Operations Schedule to the MALI (NORE013) submitted by the Network Operations Sub-Group and adopted by the CC on 24 July 1998. The Network Operations Guidelines are to be incorporated by reference into the MALI under the Network Operations Schedule. This document includes (but is not limited to) the following sections:

1. Local Trunk interconnection Guidelines
2. Network Management Guidelines
3. Maintenance and Repair Guidelines for Unbundled Loops
4. LNP Guidelines for Network Operations
5. Operations Guidelines for Co-Location

The Network Operations Guidelines are the product of the Network Operations Sub-Working Group and can only be implemented/modified where there is consensus within the Network Operations Sub-Working Group (or its successor(s)) and the Commission endorses that consensus, or by order of the Commission.

Consensus on Connecting Links Ordering/Services Intervals (BORE025b) submitted by the Ordering and Billing Sub-Group (BOSG) and adopted by the CC on 9 October 1998.
The BOSG reached a consensus on the standard service intervals for ordering Connecting Links, from initiation to acceptance of service. This includes escalation and expedite intervals.

Consensus on Cutover Notification (BORE028a) submitted by the BOSG and adopted by the CC on 9 October 1998.

The BOSG reached a consensus on the Cutover Notification Process for the provisioning of a Type A Loop migration from one carrier to another.

Immediately upon completing the Cutover, the Central Office technician will initiate a call to an industry established phone number from the respective Loop cable and pair.

1. The Industry established phone number would be consistent across Canada.
2. All LECs will be required to utilise this number within their own processes.
No human contact is to be established from either the initiating or terminating end of this Notification call. All LECs must establish a mechanised method of intercepting this phone call.

Consensus on Services Intervals submitted by the Ordering and Billing Sub-Group and adopted by the CC on 24 July 1998. Consensus was reached on the following items:

1. The interval associated with end user service interruption (i.e., the period of time during which an end customer does not possess the ability to place outgoing calls) for loop types A and B in Local Number Portability (LNP) Priority 1 exchanges, is not to exceed 15 minutes, and the target will be met 90% of the time. This interval is dependent on the CLEC having provided dial tone to the connecting link.

2. BC TEL and TELUS Communications Inc. (TCI) will establish their initial provisioning interval for unbundled local loops, in a migration situation, at five business days. BC TEL and TCI will meet these intervals 90% of the time. This commitment should be reported to the Commission in accordance with Telecom Decision CRTC 97-16, Quality of Service Indicators for Use in Telephone Company Regulation, 24 July 1997.

3. An industry review of all service intervals, including: New, Migration and Disconnect of unbundled loop types A&B should be conducted in October, 1998 at the CISC Order and Billing Sub-Working Group, with the assumption that, by then, reasonable levels of CLEC demand will have been achieved.

4. A process must be established by the industry to restore, on a timely basis, an end customer's ability to receive incoming calls in the scenario where an in-service loop is migrated from one carrier to another and the end customer chooses to keep his/her existing telephone number in an LNP environment. This matter should be addressed jointly by the Order & Billing, Network Operations, LNP Business Process and Customer Transfer SGs.

The parties will continue discussions on the remaining issues, namely: unbundled loop type C, Interconnecting Trunks and CCS7 Links, while the Order and Billing Sub Working Group should concurrently address the interval associated with ordering supplemental connecting links.
