NORTHWESTEL INC. - PROPOSED INCREASE TO LOCAL CALLING RATE FOR PUBLIC PAY
TELEPHONES

1.The Commission has received an application
dated 3 November 1998 under Tariff Notice 682 from Northwestel Inc.
(Northwestel) proposing to increase its local calling rate for its public pay
telephones from $0.25 to $0.35 for the cash payment option. |

2.Northwestel stated that the public payphone
service is not compensatory and will not be compensatory at the new proposed
rate. |
|
3.Northwestel proposes a phased conversion of
its pay telephones to the new rate beginning 1 January 1999 and completing by
1 July 1999. |

7.When a document is to be filed or served by a
specific date, the document must be actually received, not merely mailed, by

respect to Northwestel Tariff Notice 682 during the first quarter of 1999. |
